For Somalia, Chaos Breeds Religious War – NYTimes.com.

Why Somalia will remain in a “small war” state for some time.  Zero-sum ideologies, fixed or marginally-flexible identities on the part of the participants, a failed political system sharing a region full of bad neighbors, all inside a territory that no one is willing to concede and where no great power has any interest in intervening.
