Libyan forces approach stalemate as U.S. prepares military option | FP Passport

Let’s see if this actually gets implemented: enforcement of a no-fly zone over Libyan and rules of engagement that allow NATO forces to engage any Libyan (or rebel) aircraft. A good idea. but if you remember Kosovo in ’99, good ideas amongst NATO members will only get you so far.
